London’s Housing Capacity 2009

Strategic Housing Land Availability Assessment and Housing Capacity Study 2009 - Report of Study

This London wide Strategic Housing Land Availability Assessment and Housing Capacity Study 2009 (SHLAA/HCS) is a comprehensive technical study into London’s potential housing capacity and the land available to meet it.

In line with London Plan commitments to update the current London Plan housing targets by 2011, the SHLAA/HCS is an important evidence document for determining levels of housing provision in the draft replacement London Plan. The study is also an important evidence base for Local Development Framework preparation.

The study replaces the existing London Housing Capacity Study (LHCS) published in 2004 which informed the existing London Plan housing target of 30,500 homes per year. The SHLAA/HCS has effectively built on the experience of the 2004 LHCS which was endorsed by the Panel for the Examination in Public into the Early Alterations to the London Plan (2006). The LHCS approach has been tailored to reflect Mayoral priorities and to address PPS3 requirements.

The methodology employed is in advance of previous housing capacity studies by asking whether sites are deliverable now or developable in the future, once identified constraints have been overcome and makes effective use of the latest information technology as well as providing a cost effective mechanism for generating and coordinating 33 individual borough targets on a consistent basis. The study represents the most robust and realistic identification of future housing supply in London until 2021.

Call for sites

To make sure the London-wide Housing Capacity and Strategic Housing Land Availability Assessment is as authoritative as possible, the GLA has made a 'Call for Sites' to developers, landowners and others who would like to identify sites which might be considered for inclusion in the Assessment. Details are set out in the special edition newsletter below, including the proforma and procedures for submitting sites for consideration.
